Former School Board Members Send Complaint Letters Against Foote to State

WCBC News has learned that the State Board of Education has received additional evidence against Allegany County Board of Education member Wayne Foote as part of the effort to have him removed from the board. In late December, just days before the new board was to be sworn in, the outgoing school board held a special meeting and approved a resolution asking the state board to remove Foote for misconduct in office as well as other inappropriate actions. Sources have now confirmed to WCBC News that two additional letters- by former school board members Laurie Marchini and Sara Beth Bittinger- were sent to the state board just days after the resolution was sent. Those letters are said to outline specific incidents of misconduct-  including dates and witnesses. Foote was notified of the new information by the state board last week- and apparently the other members of the board have also now been provided that information. School Superintendent Dr. David Cox declined to comment on the latest revelations- saying only that the process is now completely in the hands of the state board…

    This is sooo much more interesting than the old CBS soap opera “As The World Turns.” It’s a story that just won’t stop giving.

    If these allegations are not proven, Foote will have a potent civil action against, now private citizens Marchini and Bittinger who, it appears, authored these letters solely as private citizens. Interesting how Marchini and Bittinger attempted to remove Foote for his term ending 2018, and now are trying to undermine the will of the voters of Allegany County. Two points of interest, a FOIA should be submitted by the media for all texts, e-mail, phone numbers called and received by Dr. Bow Tie. Has he spoken to Marchini and Bittinger, private citizens, about this matter? Secondly, when is the ethics inquiry going to be pursued that examines if there was any board member paid to house staff with the Chinese immersion program? If such compensation were made to a board member, it clearly has the appearance of violating ethical conduct standards maintained by the MD Association of Boards of Education and ACPS Policy AND any such funds should be promptly returned to the taxpayers’ coffers at the BOE with interest and a minimum of a reprimand by the BOE. It is past time for the powers at the BOE and former board members cease their attempts to undermine the voters of Allegany County. The citizens of our county deserve a board that provides oversight of the superintendent rather than an elected board that works for the superintendent.
