With Maryland’s unemployment rate rising each of the past four months, State Comptroller Peter Franchot says its time to implement a new economic strategy to halt the downward spiral. Franchot, a democrat, has already indicated publicly that he is at least considering the possibility of running for governor next year- and he hasn’t been shy about criticizing the O’Malley administration or about promoting his agenda. At the top of the list, he says, is the need for a moratorium on tax increases.
