On Thursday, June 1st, 2017 the Cumberland City Police responded to the area of Bridge Street and Greene Street to check on an individual that appeared to be unconscious. When officers arrived, contact was made with a male who was identified as Justin Travis Scarpelli of Frostburg. Scarpelli was found to be intoxicated and was told to leave the area. Upon doing so, officers observed him shortly after urinating in public area. Scarpelli was arrested and issued two criminal citations for disorderly conduct and public urination. He was released after signing and receiving his copies pending trial.
