On Wednesday at 1:32 a.m., Frostburg City Police Officers responded to the 30-block of East Main Street for a report that an unknown vehicle struck and knocked over a
City street lamp post, while also causing damage to a city bench, and street signs. The driver fled from the scene in the vehicle. The final estimate on the damage was nearly $7,000.
Officers were unable to locate the suspect vehicle immediately after the crash but located a headlight assembly that had been knocked out of the suspect’s truck. The headlight assembly
was from a Chevrolet truck. The next day, an off-duty Frostburg City Police Officer out conducting personal errands observed a truck being towed that matched the type of truck and which had consistent damage to it.
Officers followed up with the towing company, conducted interviews, and examined the towed
truck, which had consistent damage.
Through the investigation, officers determined that the truck had been driven by Olin Wayne
Stephen, Jr., 43, of Frostburg during the crash and that Stephen fled the scene immediately after
the crash.
Police applied for charges through the District Court Commissioner’s Office and obtained an
arrest warrant.
On November 7, 2021, Stephen turned himself into Frostburg Police headquarters where the
warrant was served. Stephen was transported to the District Court Commissioner for an initial
appearance upon which he was released pending trial.
Stephen was fully cooperative with police during the investigation and warrant service.
