Frostburg man facing assault and gun charges

On Tuesday,  at 5:50 p.m., Frostburg City Police responded to a Mount Pleasant Street residence for a report of a domestic assault. Upon investigating, officers spoke with a female victim who reported that a male at the residence had assaulted her. The male was identified as Roger Earl Shaffer, 46, of Frostburg. The female stated that she and Shaffer began arguing, upon which Shaffer tried to take her phone. The female stated that a struggle ensued, during which Shaffer began to strangle her. The female exhibited injuries.

 

Police placed Shaffer under arrest for domestic assault. In the process, police found that Shaffer possessed an illegal short-barreled shotgun and an explosive device. Police seized the illegal shotgun as evidence. The explosive device was safely disposed of through a controlled detonation by the Maryland State Fire Marshal’s Office.

 

Shaffer was charged with second-degree assault and illegal possession of a short-barreled shotgun. Shaffer was processed and take before a District Court Commissioner where he was held without bond. Additional charges pertaining to the explosive device are pending completion of the investigation by the Maryland State Fire Marshal’s Office.

 

The Frostburg City Police Department was assisted by the Allegany County C3I Unit, the Maryland State Fire Marshal’s Office, and Frostburg State University Police.
