Frostburg resident Bernard Miltenberger wants to see the local legislative delegation push for Maryland to adopt state-level counterterrorism legislation known as “Andy’s Law.” The measure named for a Little Rock officer shot and killed by a self-proclaimed terrorist is now law in Arkansas, Kansas and Lousiana allows victims to go after the groups behind a terroristic act in the form of money and assets. It also strengthens state-level terrorism and material support for terrorism statutes, arming state and local law enforcement with vital legal tools.
