Just minutes before a West Virginia legislative conference committee was scheduled to meet to discuss a pay raise for teachers and state employees, Gov. Jim Justice sent out a tweet saying the nine-day strike was over. Justice also sent out a news release proclaiming "our kids are going back to the classroom."
