Hogan’s Budget Receives Criticism from a Variety of Circles

Nothing ends a honeymoon faster than budget matters- and that appears to be the case in Annapolis. Since submitting his nearly $40 million budget more than a week ago- the criticisms have been loud and from a variety of circles. Warren Deschenaux of the non-partisan Department of Legislative Services told lawmakers Governor Hogan’s proposed fund transfer was a "gimmick," and the 2-percent across the board spending cut was vague in its details. Senate President Mike Miller told reporters that Deschenaux's comments on the proposed 2-percent across the board spending cuts were, "right on point."  Miller said that elected lawmakers and not "bureaucrats" should determine how an agency's budget has been cut. He said he would prefer to see Hogan take the one used by Martin O’Malley which combined cuts with a balance of revenue enhancements:
