Kelly Accusing Delegation of Secret Legislation

Delegate Kevin Kelly is accusing his fellow delegation members of working behind his back and in secret on a number of local legislative issues pertaining to the board of education. In an email obtained by WCBC News from Kelly to State Senator George Edwards and Delegate Wendell Beitzell and Leroy Myers, Kelly accuses the members of meeting in secret recently without his knowledge on the issue of County Commissioner Mike McKay’s request to eliminate the position of the ex officio school board member.  Although McKay’s request has since been withdrawn, Kelly accuses the delegation of having  “conspired” without consulting him when the bill was cross filed in the house and senate.  Kelly says he only learned of this action when informed by school board member Mike Llewellyn that it had occurred. The delegate writes that it isn’t  the only time a local school board issue involving the delegation has been dealt with without his knowledge.  He pointed to last years controversial school board boundary issue involving parents of eastern Allegany County and Hancock as another example.  Kelly ends the correspondence by re-iterating his disappointment in the delegation members, a disappointment he says is shared by members of the school board. Aparently Edwards, Beitzel and Myers have responded to Kelly’s letter, but none were immediately available for comment.
