Late night disturbance on Baltimore Street

On July 1, at approximately 8:47 PM an officer with the Cumberland Police Department was on foot patrol on Baltimore Street when he received a complaint that a male subject, later identified as Melvin Eugene Mumma, Jr., was harassing women and children.  Around the same time the officer witnessed some of the behavior that had been reported to him.  The officer made contact with Mumma and requested to speak with him at a different location due to the number of people in the area, but Mumma refused to cooperate.  Instead Mumma pointed his finger in the officer’s face and used obscenities towards him.  Mumma was placed under arrest and taken to the Cumberland Police Department where he was issued a criminal citation for Disorderly Conduct.  He was released pending trial in District Court.
