Local Company Seeks Injunctive Relief of Bid Award

Not satisfied that last week’s Allegany County bid award for a shell building project was handled correctly or legally- Lashley Construction of Frostburg has retained the services of a Baltimore based law firm to seek injunctive relief in Circuit Court.  WCBC News has obtained a copy of a letter from the firm of Thomas and Libowitz to the Allegany County commissioners and County Attorney Bill Rudd. The incident that has led to this occurred last week the the county awarded a build and design bid for a shell building at the Barton Industrial Park to Belt Contruction- which submitted a bid a half a million dollars higher than the Lashley bid. Gary Imes, owner of Frostburg’s Lashley Construction, wasn’t happy with the bidding process which he said did not conform to the regulations for competitive bidding since the bid was not awarded to the lowest responsible bidder. Imes was also concerned with how the bids were narrowed down from nine to three, then the bid was awarded after further meetings between the firms and county officials. Attorney Rudd tells WCBC News that this will come down to determining whether or not the design bid process used for this project met the established legal criteria on the books…
