Local Doctor Facing Sex Charges

On 04/06/2014 a 41 year old female contacted the Allegany County Sheriff’s Office to file a complaint alleging she had been sexually assaulted by a doctor while being treated at the MedExpress Urgent Care Center in LaVale. Investigators with the Allegany County Combined Criminal Investigation Unit (C3I) were contacted to continue follow-up investigation into the allegations.

The victim was interviewed. The victim alleged that the doctor locked the door to the examination room after an attending nurse exited the room, and that was when the assault occurred.

 Officials with MedExpress cooperated with Investigators and numerous employees were interviewed. The investigation determined that the victim was alone in the examination room with the doctor for an unspecified period of time. Investigators also learned that there was a lock on the examination room as the victim alleged.

After consultation with the Allegany County State’s Attorney’s Office, the case was presented to the Allegany County Grand Jury for review. As a result, 59 year old William Thomas Dando was indicted and charged with 4th Degree Sex Offense and Unnatural or Perverted Practice.

Dando is free on his own recognizance pending his next court appearance.

Since we initially posted this story, participants on the WCBC electronic platforms have posted that a physician with the same name was convicted of rape in Florida in 1987.  There is a slight discrepancy in the age of the man convicted of rape and the man accused in this situation.  We have reached out to the Orlando Sentinel, which published the news of the rape conviction in the late 80s, in an effort to clear up any confusion.

C3I told us this afternoon that they would have no additional information other than what is in the release we quoted at the beginning of this article.
