Mayor Catherine Pugh listed Bush's love and devotion to others as a characteristic she admired.
I mourn the loss of a great American woman, wife, mother, grandmother and First Lady who had strong ideals and was admired worldwide. She was devoted to a mission of literacy for children everywhere. Her love of family and devotion to her country was unparalleled.
