A Maryland panel says overlapping regulatory authority in federal, state and local government agencies is causing unnecessary confusion and delays for businesses. The Maryland Business Regulatory Commission submitted its first report to Gov. Larry Hogan on Wednesday. Hogan formed the panel in July. The Republican governor says he wants to change the entire culture of state government to one of customer service. The commission is recommending Hogan direct all state agencies to maximize the use of electronic filings and review their progress every six months. The panel also says the state should create clear guidelines and time limits for reviewing plans and applications submitted by businesses. The panel will continue to issue recommendations in coming years.
