The fiscal year comes to an end next week, and as Maryland Comptroller Peter Franchot looks ahead to 2016- he sees a mix of good news and bad news. Franchot, who visited Cumberland on Wednesday, tells WCBC News that there have been some improvements to the economy and some signs that the sluggishness is nearing an end- but those positives have been too few, and too slow to develop.
