Maryland congressman Dutch Ruppersberger knows what he wants President Obama to say during his planned address Wednesday regarding what the United States will do about ISIS in Iraq and Syria. Ruppersberger, the top democrat on the House Intelligence Committee, appeared on CBS' "Face the Nation" and said the President needs to say we are going to take out ISIS.
