New City of Cumberland Citizenserve Portal Goes Live

On June 1, 2020, the City of Cumberland’s Community Development department rolled out Citizenserve, an online portal designed to be the single source for everything relating to permits, rental licensing and code enforcement for the residents of Cumberland. The self-service portal, found at https://www.citizenserve.com/cumberland, provides residents with 24/7 access to take care of many matters that previously required a visit to City Hall. Set in motion prior to the pandemic, this new portal can aid in serving the
public as we navigate all the adjustments that need to be made to interact
on a safer level. It will also benefit out-of-town property owners, as well
as service contractors, who need to submit paperwork from afar.
After accessing the portal, users create a free account which allows them
to initiate and track the status of these and many other activities:
 Apply for new commercial or residential permit applications
 License a rental property
 Submit an occupancy permit application
 Reserve a park pavilion at Constitution Park
 Initiate a Certificate of Appropriateness
 Submit a code complaint
 Pay any associated fees online
The City will be generating all Rental License renewals for FY21 using
Citizenserve, so property owners currently in the Rental Housing Program
can expect to see a renewal notice in the mail in early June. Annual
renewals are due by July 1 each year.
