Democratic presidential candidate Martin O'Malley's campaign has decided to accept public financing while at the same time it is shifting staff and resources to Iowa. The Federal Election Commission says Maryland's former governor applied and been approved for the program of federal matching funds that limits primary spending to less than $50 million.
