Maryland Governor Martin O’Malley unveiled his fiscal year 2015 budget Wednesday morning. From selling helicopters to pension and health care savings, the plan closes a deficit without relying on new taxes. O'Malley, submitting his final budget as governor, said he knows what the talk of the town will be – a $37 million surplus and no tax hikes.
