Police Arrest Man on Disturbance

On November 21st, 2019, the Cumberland City Police arrested Richard Alan Welsh, age 50, of Kansas City MO. Welsh was contacted in reference to a disturbance and found to have two active warrants for his arrest. The first Bench Warrant, issued April 9th, 2019, was issued failing to appear in District Court for a previous burglary charge. The second Arrest Warrant stemmed from an incident on November 27th, 2018. During that incident, Officers responded to a residence in the 100 block of East Industrial Blvd for the report of a subject destroying property. Upon arrival, officers contacted the victim who reported that Welsh had damaged a fence on the property and initially refused to leave. Welsh had fled the scene on foot prior to officer’s arrival on scene. Welsh was able to be located later in the evening when he returned to the property and created a second disturbance. Welsh was then transported to a medical facility for treatment where he created further disturbances and assaulted staff members. As a result, a Warrant was issued his arrest. Welsh was taken before the District Court Commissioner for his Initial Appearance where he was remanded to the Allegany County Detention Center.

Charges:  Bench Warrant – Failure to Appear,

  Malicious Destruction of Property, Trespassing, Disorderly Conduct, Assault 2nd Degree, Indecent Exposure.

    Why is this person noted to be “of Kansas City MO”? It sounds like he has been here a good while and has adopted local standards of behavior. Let’s make him feel welcome and say he is “of Cumberland” in his next such report.
