On Thursday, May 14th, 2020 a Cumberland Police Officer on patrol observed an individual know to have an open arrest warrant for assault, malicious destruction of property, and burglary. The officer arrested Stephen Armand Fisher for the warrant and a search of his person revealed a quantity of suspected heroin and CDS paraphernalia. Fisher was served the open warrant and additionally charged with CDS possess of a controlled danger substance and possession of CDS paraphernalia. He was taken before the District Court Commissioner and was remanded to the Allegany County Detention Center held without bond.
