Police Chief announces recent promotions

Cumberland Police Chief Charles Hinnant announced five promotions to supervisory ranks within the police department.

John “Chuck” Ternent is a 26-year veteran of the police department and was promoted to Captain. He has a Bachelor of Science degree from Frostburg State University and a Master’s of Science degree in Management from the Police Executive Leadership Program at Johns Hopkins University. Captain Ternent has served in patrol, C3I Investigations and most recently, as the department’s accreditation manager. He will now assume command of the Operations and Administration Divisions.

Andrew R. Tichnell is a 17-year veteran of the police department and has been promoted to lieutenant. Lt. Tichnell is a 1995 graduate of Bishop Walsh School and a 2000 graduate of Tidewater Community College with an Associate of Arts Degree in Criminal Justice. During his career he has served in patrol, C3I Investigations and as a DARE Instructor. In his new role he will command the Patrol Division.

Christopher C. McCann is 10-year veteran of the police department and was promoted to sergeant. He is a 1999 graduate of Penn State University, with a Bachelor of Science Degree in Forest Management. Chris has been assigned to patrol his entire career.

Donald “DJ” Jenkins has been with the police department 9 years and has been promoted to corporal. He graduated Fort Hill High School and attended Saint Francis University and Frostburg State University. He is currently a K-9 handler in the Patrol Division.

Cpl. Alexander D. Menges is a 4-year veteran of the police department and was also promoted to corporal. Prior to joining the police department Alex served his country in the United States Army. He currently serves in patrol.

Chief Hinnant remarked “These officers excelled in their previous positions to earn this promotion and are part of the management team that will provide direction to the police department for many years.”
