City man facing narcotics charges

On Tuesday January 26, 2016, Cumberland City Police served a fugitive from justice warrant on Victoria Rosser, age 47 of Cumberland, Maryland.  The warrant was issued by the Pennsylvania State Police in Bedford County as a result of a May 2014 Theft investigation where Rosser allegedly stole a credit card from the victim and used it at various locations in Cumberland, Maryland.  Rosser was processed, served and taken to the Allegany County District Court Commissioner’s Office.  Rosser was held without bond at the Allegany County Detention Center.

 

DISTURBANCE ARREST

On Tuesday January 26, 2016 at 11:07 pm, Cumberland City Police Officers responded to the 700 block of Shriver Avenue for a disturbance.  Upon arrival, Officers observed Spencer Wine, age 24, shoveling snow and disposing the snow onto a neighbor’s vehicle.  Officers further noticed that Wine was being disruptive and causing a disturbance with neighbors as he continued to shovel snow on the vehicle.  Wine was warned by Officers to lower his voice and to cease his actions but he failed to comply with the officers demands and as a result,  Wine was placed in custody.  A search incident to arrest was conducted and several narcotic pills were found on Wine’s person.   He was transported to the Cumberland City Police Department where he was processed and served.  Wine was taken to the Allegany County District Court Commissioner’s Office for a bond review and was released on his personal recognizance pending trial.

CHARGES:  Possession Not Marihuana (2 counts), Disorderly Conduct.
