On January 28, 2015 an officer from the Cumberland City Police Department conducted a traffic stop on a vehicle in the area of Wempe Drive and Franks Lane.  During the course of the stop the officer contacted the driver, Regina Renee Moreland and the passenger, Che’ Anthony Howard.  While the officer was speaking with Moreland she admitted to driving on a suspended driver’s license at the time of the stop.  While the officer was speaking with Moreland, he noticed that she appeared to be extremely nervous and visibly shaking during the stop.  The officer requested the assistance of a K-9 officer who responded to the stop and conducted an exterior scan of the vehicle with his K-9 partner.  The K-9 made a positive alert on the vehicle for the presence of an illegal narcotic.   As a result of the positive alert, officers conducted a probable cause search of the vehicle.  During a search of the vehicle, officers located numerous drug paraphernalia items to include a suspected crack cocaine pipe, several hypodermic syringes and a small amount of suspected crack cocaine.   As a result of their findings, Regina Moreland was placed under arrest and transported to the Cumberland City Police Department for processing.  Che’ Anthony Howard was also arrested when officers discovered that he had two active warrants for his arrest.  Howard was also transported to the Cumberland City Police Department for processing.  Both Moreland and Howard were later taken before the District Court Commissioner for their initial appearances.  Mooreland was held in the Allegany County Detention Center on $4,000.  Howard was held in the Allegany County Detention Center on a total of $10,815.
