On 04/15/2015 at approximately 5:38 p.m. officers from the Cumberland City Police responded to an N. Lee Street residence for a reported assault in progress.
When the officers arrived in the area they spoke with the victim. The victim told the officers that he had been arguing with his girlfriend. During the argument, the victim reported that he was punched on the face by his girlfriend, Chasity Lynn Kesner. Injuries were observed on the victim were consistent with his statement about the assault. The victim did not require medical attention.
Due to the statements made by the victim and the observation of injuries, the officers placed Chasity Lynn Kesner under arrest. During the search incident to arrest, a small amount of suspect marijuana and a smoking device were located. Kesner was transported to the police station for charges and processing. She was later transported to the District Court Commissioner’s office for her initial appearance. As a result of the hearing she was held at the Allegany County Detention Center on $3,500.00 bond.

Charges:
Assault 2nd Degree
Possession of drug paraphernalia
Civil Citation - possession of marijuana less than 10 grams.
Criminal Summons Served
On Wednesday, April 15, 2015 the following subjects were served with criminal summonses;
Louis Levi Brown – age 58 – Cumberland, MD
The summons charges Brown with theft less than $1000.00 and conspiracy to commit theft less than $1000.00.
Shanel Marie Arnold – age27 – Cumberland, MD
Arnold was served with two summonses;
1st summons charges Arnold with assault and disturbing the peace.
2nd summons charges Arnold with fraud and identity theft.
