Officers were dispatched to Roses parking lot for a report of a check on well being complaint.  Upon their arrival they located the subject slumped over the steering wheel of his vehicle while the engine was still running.  While the officer was attempting to wake the subject up he observed a silver spoon with cotton on it and a syringe on the floor of the vehicle.  He also observed a make shift tourniquet on the subjects arm.  The officer was able to wake up the subject and have him step from the vehicle.  At this time he was identified as James Thomas Small.  Small was detained at this time.  He admitted to shooting up with heroin prior to the office’s arrival and also stated that there was another small bag inside of the vehicle.  All the evidence was collected and Small was placed under arrest.  He was transported to PH where he was charged and processed.

Charges: Possession of heroin, Possession of CDS paraphernalia, Possession of Hypodermic needle

Small was taken for a Bond Hearing and released on his personal recognizance.
