On January 25, 2014 an officer on patrol stopped a vehicle on Park Street for an equipment violation.  The officer contacted the driver, Michael Wayne Harper Jr.  While speaking with Harper about the reason for the stop the officer noticed Harper to be extremely nervous.  After the officer issued Harper a warning for the stop, he asked Harper if he would consent to a search of his vehicle and person.  Harper consented to a search of the vehicle and his person.  During a search of Harper, the officer located two small baggies of suspected marijuana and two smoking devices used to smoke marijuana.  Harper was placed under arrest at the scene and transported to the Cumberland City Police Department for processing.  Harper was later released after being issued two criminal citations. 

Arrested: Michael Wayne Harper Jr.                                Age: 22 of Cumberland, Maryland

Charges: Possession of Marijuana and Possession of Drug Paraphernalia.

Domestic Assault Arrest

 

On January 26, 2014 officers from the Cumberland City Police Department responded to 41 South Street for a domestic assault.  As officers arrived at the residence they were approached by Seth Leonard Wells.  Wells immediately stated to the officers to arrest him, stating he had assaulted his stepfather.  According to Wells, he was in his upstairs bedroom when his stepfather approached him, accusing his of using his vehicle without permission.  The two began to argue about the issue and Wells grabbed his stepfather, pushing him out of the room.  Wells said that he "body slammed" his stepfather onto the floor and struck him in the face.  The altercation then moved to the downstairs where they began to argue again.  Wells told the officers that he again grabbed his stepfather and threw him to the ground and again struck him.  Officers were able to observe blood coming from the victim's nose and an abrasion to the right side of his nose.  Officers were able to speak with the victim in this matter and he gave a similar account of the altercation.  Wells was eventually arrested and transported to the Cumberland City Police Department for processing.  Wells was taken before the District Court Commissioner and later released on his own personal recognizance.

Charge: 2nd Degree Assault
