While on patrol an officer observed two subjects walking on the railroad tracks on Baltimore St. towards the mall area.  He then observed one of the subject later identified as Leonard Livengood approach a subject who was working as the Liberty Tax service advertisement on the corner of Baltimore St. and Queen City Dr.  As Livengood reached the victim he grabbed a hold of his mask and shook it side to side.  After he did this he then slapped the side of his mask in the face area.  Livengood then continued to walk away from the victim when he was stopped by the officer.  Livengood advised the officer that he was just joking when he did that.  The victim was also contacted and advised that he didn’t know the subject who had hit him and that he was not injured.  Livengood was placed under arrest and transported to PH where he was charged and processed.

 

Leonard Lewis Livengood                       Age: 24                        Valley St., Cumberland

Charges: Assault 2nd Degree, Disorderly Conduct

Livengood was taken to the District Court Commissioner’s officer where he was released without Bond pending trail in District Court.
