On Monday, June 29th, 2020 a criminal summons was served on William Bernard Hummel III for theft, rogue and vagabond, and willfully tampering with a motor vehicle. The summons was issued by District Court in reference to an incident that took place back on June 10th, 2020 on E. First Street. On that date, police were able to identify Hummel from video surveillance entering a victim’s vehicle and removing several items. He signed and received copies of the charging documents and was released pending trial at District Court.

Didn’t know being a rogue or a vagabond constituted criminal behavior. There’s plenty of that around here.

Rogues and vagabonds are on the lower rung of the criminal chain. Had he been charged as a scoundrel or cur he would certainly be incarcerated.
