A Cumberland man was arrested after City Police responded to a barricade situation on Virginia Avenue this afternoon. Lieutenant Rocky Reed told WCBC News that police arrested 34 year old Clifford Perkins. Perkins has been charged with 2nd Degree Assault, Disorderly Conduct and Disturbing the Peace.
