Possible City Council Vacancy Raises Questions

If Cumberland City Councilman David Caporale is successful in his campaign to be elected to the Allegany County Board of Commissioners this November- a vacancy on the city council will be created shortly thereafter.  How that position is filled raises some interesting questions- most notably- should the search and hire be conducted by the current mayor and city council, or should the process be delayed until the new council officially takes office in January. Currently the position of mayor and two council seats are up for election. Mayor Brian Grim tells WCBC News that filling any vacancy on the council should be done in an expeditious manner- but stopped short of saying the current council should make the appointment…
