Ridgeley Man Charged with Vehicle Theft, Drug Possession

On Wednesday, January 6th, 2020 the Cumberland Police Department received information from Ridgeley Police to be on the lookout for a blue-in-color Dodge Dart that had been stolen from Carpenter Avenue in Ridgeley, West Virginia.  The lookout was given out to officers and the vehicle was later observed by a Cumberland officer on patrol parked in the area of Polk Street.  At that time, the officer observed the vehicle was occupied by a male that appeared to be passed out in the driver’s seat.  Contact was made with the male who was identified as William Orva Mosher III and he was placed under arrest.  Upon arresting Mosher, a quantity of suspected heroin and fentanyl was recovered along with CDS paraphernalia.  He was charged with motor vehicle theft, possession of heroin and fentanyl, and possession of CDS paraphernalia.  Mosher was also served with a fugitive warrant for an outstanding warrant issued by Mineral County, West Virginia for the taking of the motor vehicle.  He was taken before the Allegany District Court Commissioner for a bond review and given an unsecured bond of $5,000 for the local charges and was remanded to the Allegany County Detention Center for the charges issued out of West Virginia.
