Ellen Bartlett, the wife of longtime Sixth District Congressman Roscoe Bartlett, is locked in a dead heat for the District 1 seat on Frederick County Council.
Another round of counting absentee and provisional ballots is still to be counted, but as of Wednesday, Republican Ellen Bartlett and Democrat Jerry Donald are tied at 8,075 votes.
Elections officials are hoping to conclude the count by the end of the week. It's almost certain that a recount may be necessary, or at least requested.
