Senate President Thomas Mike Miller has proposed some ideas on how to raise more revenue for roads, bridges and transit projects. According to WBAL News, the latest idea would enable counties to levy up to 5 cents per gallon on top of the 23.5cent per gallon tax. The tax hasn't been increased since 1992.
