Sheriff’s Office Makes CDS Arrest

On 07/28/2018, at approximately 1826 hours, Deputies of the Allegany County Sheriff’s Office were on routine patrol in the area of LaVale, Maryland when they observed a vehicle bearing expired registration tags.  After observing the violation, Deputies conducted a traffic stop on the vehicle.  The operator was identified as David Wayne Riggleman, 26, w/m of Mount Savage, Maryland.

After making contact with Riggleman, Deputies also observed three small children, and one teenager in the back passenger seat area of the vehicle.  Deputies observed one of the small children not properly secured with a seatbelt or child safety seat.  During their investigation, Deputies also observed controlled dangerous substance paraphernalia in plain view.  A subsequent probable cause search of the vehicle revealed approximately 30g of marijuana, and other items of evidence that indicated an intent to distribute.  Additionally, $202.00 in U.S. Currency was also located and seized pending disposition at trial. 

Riggleman was placed under arrest and charged with the following:

Possession of Marijuana more than 10 grams

Possession of Marijuana with the intent to distribute

Possession of controlled dangerous substance paraphernalia

Displaying Expired Registration Plates

Failure to secure child under age 8 in child safety seat when transporting in a motor vehicle

Following an initial appearance at District Court, RIGGLEMAN was released on his own personal recognizance
