250 Rally for Correctional Officers

The correctional officer who was stabbed at NBCI has stepped forward.  Herbert Hilliard, 34, during a Friday afternoon rally said that he was stabbed about ten times and lost a lot of blood.  A correctional officer for four years, Hilliard was one of about 250 who attended the event in the parking lot of Shooters Bar and Grill near the fairgrounds in Bowling Green. Correctional officers, their families, political leaders, and AFSCME reps made up the majority of the crowd. AFSCME sent a letter to the Department of Public Safety and Correctional Services and copied to Governor Martin O’Malley and other officials, calling for the resignation of five corrections officials. Those named in the letter for recommended termination: Assistant Secretary Michael Stouffer, Northern Region Executive Director Jon Galley, Director Rod Sowers, NBCI Security Chief Keith Arnold and Major Tommy Mellott.  The union maintains that prison managers at North Branch knew about the latest assault in advance and failed to warn the officers of the possibility. Officers, says the union president, are routinely working in dangerous conditions
