The Maryland Board of Public Works cut $413 million from the state budget Wednesday morning. The cuts are less than the $672 million initially proposed by Governor Larry Hogan. Comptroller Peter Franchot, who argued that the cuts would be burdensome on state employees, got $205 million of cuts deferred. Franchot said that he hated to see the state, prematurely, taking balancing measures on teachers and state employees and vulnerable Marylanders.  Hogan said the credit rating agency Moody's Analytics told governors this week they expect states to see, on average, a 30% revenue hit due to the coronavirus. He said that if the budget cuts were not agreed to, layoffs were the only alternative
