On 4/4/2021 at approximately 3:00 PM the Cumberland City Police Department were dispatched to Queen City Pavement for a disturbance. Upon arrival officers spoke to the complainant and learned that two subjects were yelling at him in the street. Officers spoke to William Charles Kinser Jr and James Glenn Porter and advised them to not cause any further issues. Officers were dispatched back to the same area approximately 15 minutes later but Mr. Kinser and Mr. Porter had fled the scene. Officers cleared the scene and were called back stating that Mr. Kinser and Mr. Porter had returned. Officers were able to locate the suspects and place them under arrest without further issues. Mr. Kinser and Mr. Porter were transported to the police station and issued Criminal Citations. They signed for their citation and were released pending trial in District Court.
