Until a month ago, Dr. Libby Riley was a resident of Garrett County, and had recently taught at the Union Education Complex in Mount Storm.
Today, she's an assistant principal of the base school at Guantanmo Bay in Cuba. She's also front and center as the United States military base prepares for the wrath of Hurricane Irma, which is passing just north of the island.
