The Upward Bound Program of Frostburg State University is accepting applications. This pre college program is designed to assist 77 qualified Allegany County students in developing the skills and motivation necessary for success in high school and college. FSU’s program serves rising ninth graders through graduating high school seniors. This program is entirely funded by the U.S. Department of Education and is free to participants.
