A new nonprofit organization dedicated to animal welfare has announced the coming of a veterinary clinic devoted to low-cost spay and neuter surgeries. Stepping Stone Animal Society plans to start surgery in their clinic at 12510 Naves Cross Road NE in Cumberland in mid-December. Stepping Stone will have a rabies clinic November 22, 2015 in the clinic's parking lot 1 p.m. to 4 p.m. According to Cassie Doty, Stepping Stone vice-president, that the new group should not be viewed as competing against the existing animal shelter, but rather as another option…
