George Small of the State Highway Administration made a presentation to the Cumberland Mayor and City Council this week and provided the findings of an an extensive study of the intersection- and he says that by far, the Virginia Avenue underpass creates the biggest problem. Various options were studied, which each given a letter grade ranking.
