BALTIMORE, MD (September 9, 2019) – Maryland Attorney General Brian E. Frosh today announced that Shelia Vines, 55, was convicted of felony Medicaid fraud based on fraudulent claims that she was providing care for a minor with developmental disabilities and autism. Anne Arundel County Circuit Court Judge Laura S. Ripken sentenced Vines to three years incarceration, all suspended, five years probation, and ordered restitution to the Medicaid program of more than $18,900.
According to documents filed in court, Vines worked for Abel Health Care, Inc., located in Towson. Abel was an authorized provider of in-home personal care services to Medicaid recipients, including assistance with basic daily functions like dressing, bathing, grooming, toileting, and the administration of medicines.
From October 2015 through October 2017, Vines fraudulently represented to Medicaid on more than 215 different occasions that she was caring for her assigned beneficiary through Abel when Moore was actually working at another job in Baltimore City.
In making today’s announcement, Attorney General Frosh thanked the Medicaid Fraud Control Unit, specifically Assistant Attorney General Marilee Miller, Senior Investigative Auditor Todd Sheffer, and Fraud Investigators Prashani Mankhusu and Carl Stambaugh. Attorney General Frosh also thanked the Maryland Department of Health, Medicaid Provider Services – ISAS Division for its assistance with the investigation and prosecution of the case

Now I know why I am going to college and studying cybersecurity and I am a disabled veteran who served my country and had to borrow almost $50K. It’s because of greedy, dishonest people like this who are creating all of the jobs due to there dishonesty. It is terrible to think that someone would prey on an elderly person and to have a good job, no 2 good jobs and there are honest people who would love to have one of her jobs. She is disgusting. I do not think that she should be in a supervisory role nor do I think that she should have a license in a medical facility. I would not trust her any further than I could throw her. Why did they not make her go to jail to teach her a lesson? That is why they call it Criminal Justice.
