CPD Makes Disorderly Conduct / Weapons Arrest

On September 24, 2016 the Cumberland Police responded to the area of River Avenue for the report of a subject throwing rocks into the roadway.  Upon his arrival the Officer contacted the subject who was later identified as Nicholas Moreland.  Moreland admitted to throwing rocks into the roadway.  The Officer asked Moreland for his identification and he stated he had none, but handed the Officer a CDS smoking device.  Moreland continued to act in a suspicious manner as he was showing signs of nervousness and continuing to place his hands in and out of his pockets after being told not to by the Officer.  The Officer advised Moreland several times to keep still but Moreland continued to place his hands in his pockets as if he were reaching for something.  At this time the Officer advised Moreland he was going to be detained and attempted to place him in hand restraints for Officer Safety reasons.  Moreland then began to struggle with the Officer and refused all commands from the Officer.  After a brief struggle Moreland was placed under arrest.  After a search of his person and belongings the Officer located a homemade “Shank” (make shift knife) in one of Moreland’s pockets.  The Officer also located a concealed military style knife in Moreland’s backpack.  Moreland was placed under arrest and was transported to the Cumberland Police Department.  He was processed and later taken before the Allegany County District Court Commissioner.  He was remanded to the Allegany County Detention center on $3,000 bond.

Charge:  Disorderly Conduct, Obstructing and Hindering and a Concealed Dangerous Weapon
