On 09/26/2016 35 year old Donovan David Martin Bicker, of Cumberland, was arrested by the Cumberland Police on an outstanding warrant obtained by C3I Investigators after an investigation into allegations of physical child abuse.
The investigation was initiated after the Maryland State Police responded to a complaint about suspicious bruising and injuries that were found on the two year old victim. C3I was contacted to assist in the investigation.
The investigation developed information that Bicker and a 17 year old juvenile were responsible for causing the injuries to the child while the child was in their custody and under their care.
Bicker was charged with 2nd Degree Child Abuse, Neglect of a Minor, Contributing to the Condition of a Child, and 2nd Degree Assault. He was taken before a District Court Commissioner and is currently being held at the Allegany County Detention Center on $15,000.00 bond pending his next court appearance.
The 17 year old suspect is being charged as a juvenile through the Department of Juvenile Justice.
