Cumberland Police Make Trespassing & Assault Arrests

At approximately 0020hrs an officer from the Cumberland Police Department was conducting a foot patrol in the downtown area.  The officer was checking the stairwells of the parking garage on Frederick Street when he located a subject sleeping.   The officer made contact with the subject who was identified as Richard W. Arpp.  The parking garages are marked no trespassing for anyone not using the property for parking.  Arpp was taken into custody without incident.  He was transported to police headquarters for processing.  Arpp was later released from custody pending trial in District Court.

At approximately 2140hrs a male subject walked into police headquarters and reported that he was assaulted at his residence.  The victim had injuries consistent with his version of event.  His injuries did not require any medical treatment.  After speaking with the victim officers when to the N. Centre Street residence where they made contact with Randall Ernest Mellotte and spoke with him about the assault.   Mellotte admitted to officers that he was upset with the victim and did assault him.  Mellotte was taken into custody without incident.  He was transported to police headquarters for processing. He was later transported to the District Court Commissioner where he was released pending trial.
