Frostburg Police Detail Busy Month To Date

On December 15, 2017, at 9:32 p.m., Frostburg City Police were investigating a shoplifting complaint at an East Main Street business, when a male subject identified as Howard William Finzel, 50, of Grantsville, attempted to access and open the doors to two police vehicles. Finzel did open the door to one marked police vehicle and entered the unattended police vehicle. Finzel was placed under arrest, charged with tampering with a motor vehicle, and released pending trial.

On December 16, 2017, at 1:31 a.m., Frostburg City Police responded to an East Main Street business for a shoplifting complaint. Store staff reported observing a male subject, later identified as Diego Alonso Tapia, 21, of Brooklyn, MD, steal a bag of candy in the store. Police contacted Tapia and found him in possession of the stolen item. Tapia was issued a criminal citation for theft less than $100.00 value, and released pending trial.

On December 16, 2017, at 9:59 p.m., Frostburg City Police responded to Chestnut Street for a report that a male subject was trying to enter a residence without permission. The victim did not know the suspect, and the suspect was actively attempting to gain entry to the residence at the time of the call. Frostburg City Police located the suspect in the yard, and identified him as Darren William Joyce, 44, of Newville, PA. Upon investigating at the scene, police learned that Joyce had attempted to open the front door, and had been trying to enter the residence. Joyce smelled of alcoholic beverages. Joyce told police that he thought he was at a friend’s residence, but was not able to identify the friend. Joyce was placed under arrest and charged with attempted fourth degree burglary and disturbing the peace. Joyce is currently awaiting an appearance before a District Court Commissioner as of early Sunday morning. Two additional criminal arrests were made earlier in the month:

On December 2, 2017, at 1:30 a.m., an officer on patrol on East Main Street observed a female yelling in an aggressive manner while being held back by a male subject. The officer made contact and attempted to quell the disturbance. A crowd was looking on and the female continued to yell aggressively. She was identified as Candace Kendall Raven Scott, 22, of Baltimore. After being ordered to cease yelling, a group passed by, and Scott and members of the group began screaming and yelling at one another. Scott was placed under arrest. Scott was not fully cooperative with officers applying hand restraints, and refused to enter the police vehicle. Officers were able to apply hand restraints and secure her in a police vehicle. Scott was charged with disorderly conduct, failure to obey a lawful order of a police officer, resisting arrest, and obstructing & hindering. Scott was taken to a District Court Commissioner and released pending trial.

On December 7, 2017, at 11:24 a.m., Frostburg City Police responded to a Hill Street residence for a breaking and entering complaint. The property was a rental, and the property manager had arrived to find the front window broken and the front door open. The property manager located Gartee Alex Guar, 23, of Silver Spring, inside the residence and notified police. Police learned that Guar had previously been served eviction papers and was not permitted to be at the property. Police placed Guar under arrest. In the process, police found Guar in possession of 17 controlled dangerous substance pills in an unmarked bottle without a prescription. Guar was charged with fourth degree burglary and possession of a controlled dangerous substance. Guar was taken before a District Court Commissioner and released pending trial.
