The Cumberland Times News reports Dan Lasher, a 25-year corrections veteran, has been appointed as the local representative to the Maryland Justice Reinvestment Commission. The appointment is required under the Maryland Justice Reinvestment Act, legislation passed by the General Assembly and signed by Gov. Larry Hogan earlier this year. The new rules are designed to reduce the state's prison population by dismantling current policies associated with non-violent drug offenders. Key provisions to the state justice system will include eliminating mandatory minimum sentences for non-violent drug offenders, pushing more into rehabilitation and treatment and allowing early release of non-violent drug offenders after they serve 25 percent of their sentence, according to the legislation. Lasher, the director of operations at the Allegany County Detention Center, agrees with the standards of the Justice Reinvestment Act, but is concerned with possible impacts it will have on operational costs.
