On July 15, 2018, Cumberland City Police arrested William Blacker of Cumberland MD. Blacker was observed by officers on the property at a Liberty St address acting in a suspicious manner. Officers then observed Blacker urinate in the doorway of the property, which was in view of the public. Officers then contacted and placed Blacker under arrest. He was taken to the station where he was issued a criminal citation for disorderly conduct before being released.
