On Saturday, officers of the Cumberland Police Department arrested Ryan Lee Winkler, age 21, of Cumberland MD on an arrest warrant.
Winkler was charged with Second Degree Assault as a result of an incident that occurred on May 19, 2017. Officers were called to an address on the 700 block of Fayette St for a report of an assault. Through the investigation officers learned that Winkler had been involved in a physical altercation with a female victim. During the altercation Winkler put the victim in a choke hold, impeding her breathing. She was also holding her infant child at the time.
Based on the victim’s statement and physical evidence, an arrest warrant was issued for Winkler. He was arrested and taken before the District Court Commissioner. He is currently being held on $15,000 bond at the Allegany County Detention Center.
